     On August 12, Present Xi noted that development is the eternal theme of human society on the Global Development Initiative. For China, it is necessary to build a new development pattern, which is to build a dual circulation system, internal and external circulation.  

     As the world is undergoing profound changes unseen in a century, we must accelerate the formation of a new development pattern with the internal circulation as the mainstay and the internal and external dual cycles mutually reinforcing each other. The internal and external circulation is like the wings of a bird and the two wheels of a car, both of them are indispensable.

     On the one hand, dual circulation is a strategic transformation in response to the current epidemic and the harsh international environment. At present, due to the epidemic factor and the unilateralism of some countries, the de-globalization is severe, and the internal and external circulation model in the past is also showing a trend of closing. On the other hand, dual circulation is a strategic choice for China to achieve long-term economic development. Although China is the largest industrial country in the world, some industries have problems such as overcapacity, low technical content, and environmental pollution. The solution to the problem can only be accomplished through deepening reforms and requires a long period of time. Based on the strategic overall situation of the great rejuvenation of the Chinese nation and the two overall situation of the world's great changes unseen in a century, speeding up the formation of the dual circulation economic model is the only way for us to solve long-term problems and realize the rapid development of the country.

     Firstly, we must further comprehensively deepen market-oriented reforms, improve China's business environment, and further mobilize the enthusiasm of enterprises, the main market players. Under the current circumstances, we must vigorously encourage the development of private enterprises and deepen the reform of state-owned enterprises.

     Secondly, we must make full use of the conditions of China’s current position in the world's first phalanx in terms of digital transformation, deeply promote the digital and intelligent transformation of China's economic industry, optimize and stabilize our industrial chain, and ensure that our advantages in the entire industrial chain are not reduced.

     Of course, taking the internal circulation as the main body does not mean closing the country and also does not mean giving up international market. On the contrary, for China, only by hardening its internal skills can we better open up the international market. The smoother the internal cycle, the more conducive to building a new pattern of opening up, and the more conducive to forming new advantages to participate in international cooperation and competition. In the future, China will open wider and wider, sharing its huge market opportunities with the world.
