【市人民检察院】Solution to the conflict between human and animal
——Enlightenment from the migration of Asian elephants
In March 2020, a group of wild Asian elephants, which used to live in Xishuangbanna National Nature Reserve, moved north. In the face of these behemoths, the Yunnan government and netizens have maintained the greatest patience and goodwill. Since the elephants set off, Yunnan authorities have deployed guard to ensure the safety of residents along the route, and dozens of trucks to guide the elephants through barriers and the guidance of food.
Accompanied by the footsteps of the elephant, the world witnessed a charming China full with tenderness, the government and local people take care of the elephants together and make sure they are able to travel safely.
To avoid the Asian elephant migration causing personal and property damage, Yunnan government took a series of measures simultaneously, monitoring the Asian elephant migration route by unmanned aerial vehicle and propagated information through radio and WeChat. Besides, the government developed an app to release the warning of elephant particularly . In just 12 seconds, the monitoring platform can realize the whole process from monitoring to early warning, so that villagers can quickly avoid the danger. Thanks to the government's efforts, no citizens was hurt by Asian elephant during its migration.
However, elephant migration remains mysterious. No one knows exactly where they are going or why.The prevailing view is that the Asian elephants moving northward because forest is reclaim to farmland, which shrink their habitat. Elephants have entered human society not only in China but also in other Southeast Asian countries.
In recent years, there have been more reports of wild animals, such as boars, bears and even tigers, encroaching on human society. The migration of Asian elephants shows the conflict between human and animal has become a global problem.
In my humble view, having such conflict is not necessarily a bad thing, as it shows there is a booming population of wild animals as a result of the country’s decades-long protection efforts.
All in all, habitat restoration is the best way to resolve conflicts between humans and wild animals, including the elephants. A scientific plan should also be implemented at the Habitat to diversify wild plants species.
The protection of wild animals is a complicated work, which involves the interlaced functions and powers of various administrative organs, and requires the joint management and cooperation of all departments. For example, In the procuratorial organ where I work, it has gradually become a new normal to introduce ecological restoration judicial mechanism when dealing with ecological environmental crime cases. While punishing crimes, the defendants should be guided to understand the illegality of their behavior and the importance of protecting wild animals through voluntary bird and forest protection, so as to set up a protection umbrella for wild animals with "green justice”.
China's efforts to protect the wild Asian elephants in Yunnan demonstrate a true and comprehensive China to the world and it shows we try to build a community of life on earth.
President Xi Jinping said, "Ecological prosperity means cultural prosperity. We should be responsible for human civilization, respect, adapt to and protect nature, explore a way for man and nature to live in harmony, coordinate economic development and ecological protection, and build a prosperous, clean and beautiful world."
The Chinese story of prioritizing ecology, pursuing green development and strengthening biodiversity conservation will provide other countries and regions with China's experience and wisdom.
